A British charity has accused the US of failing to account for $4bnmeant to help rebuild the country.
The charity, Christian Aid, said the US has not publicly disclosed its accounts since Saddam was oustedl.
The report's authors calculated that the
CPA had received at least $5bn
in oil revenues and assets seized from Saddam.
However, only $1bnof this could be traced, while the rest had simply vanished into a "financial black hole", said the report.

The value of people with disabilities and whether or not the government should support them at all is a matter of contention,
but how this support should be provided is also hotly debated. Unfortunately, when the Medicaid law was written in 1965,
the only option to get needed care when someone became disabled was to send them, often hours away, to a nursing home
or institution, where they would be isolated. In the 1980s, medical technology improved enough to allow people with disabilities
to live in their own communities, and new Medicaid programs beyond what's required by law, called "waivers," began providing
the in-home care required to make this possible for a select few. The times have changed, but the law hasn't. It's 2003, and I
and others still rely on optional waiver programs that provide home care, but institutions, remaining mandatory under law, chew up
75% of long term care funding nationally. This means that when people need care, they most often don't have a chance for a life
they'd prefer at home; they will be segregated in the back room of some far-away, expensive institution, and certainly won't be
seen on a college campus.
This is wrong of course, but few see it,
even the people institutionalized. The nursing home industry is a
lot like The Matrix.
These institutions are artificial worlds created by corporations or government, little reason for being but to exploit their inhabitants
for resources. The residents largely don't know something better exists. They assume The Matrix is the only reality; it's all that they know.

involving its cleaning contractors at stores across the country, federal law enforcement sources said.
Federal agents raided Wal-Mart's headquarters
and 60 of its stores across the nation Thursday,
arresting more than 300 illegal workers in an immigration crackdown at the world's biggest retailer.
The workers were members of cleaning crews
hired by outside contractors, but federal law enforcement
officials who spoke to The Associated Press on condition of anonymity said Wal-Mart knew of the violations.
They cited recordings of meetings and conversations among Wal-Mart executives, managers and contractors.
"We have seen no evidence of this from the INS,
and, if that turns out to be true, we will cooperate fully
with law enforcement officials," Wal-Mart spokeswoman Mona Williams said.

Arctic ice cap melting at worrying rate: NASA
The polar ice cap is melting at an alarming rate due to global warming according to NASA scientists,
with satellite images showing the ice cap has been shrinking by 10 percent per decade over the past quarter century.
"It is happening now. We cannot afford to wait
a long period of time for technological solutions," said David Rind
of NASA's Goddard Institute for Space Studies in New York.
