Hi Bart,
Back in the early 90s, I worked for PR firm in
Washington.
One of our clients was the Marine Spill Response
Corporation (MSRC).
MSRC was set up in response to the regulations
implemented after the Valdez disaster.
Congress briefly insisted that the oil companies
have some means of containing and
cleaning up spills - so they pooled resources
and set up MSRC.
And it worked a treat. It was well equipped,
staffed and trained. It had the people and tools
to quickly contain and clean up spills. The only
problem was that it cost a bundle. It's damned
expensive to keep ships and crews and equipment
on standby in the event that a spill might happen.
MSRC had crews in lots of places ready to go
- as they were required to do by law.
Until the Republican Revolution of 1994.
Once Gingrich and co took control in Washington,
the rules that forced the creation
of MSRC were among the first to be repealed.
MSRC was shut down overnight.
The MSRC teams could have contained the Deepwater
spill within days if not hours.
But, as Palast notes, oil companies like BP are
bloody cheap.
